However, the Mexico City Boxing Commission decided that Urbina did not deserve the verdict and "froze" the title. They will meet again soon to see who is the champ." (Selsso Tiborro, in The Ring, September 1959, page 58.) Thus, we see that Urbina won but simply did not receive title recognition.
