Garland had a proven amateur background before turning pro. In 1927 he won both the Army and Impreial Services championships at bantamweight and was a quarterfinalist at the ABA championships. In 1928 he again won both the Army and Impreial Services championships, before capturing the ABA bantamweight title. In August of that year he represented Great Britain in the Olympic Games in Amsterdam. He was knocked out of the games by Vittorio Tamagnini, who won the gold medal for Italy.
