In January 2005, Kentucky Governor Ernie Fletcher announced that a five-member Kentucky Boxing and Wrestling Authority (KBWA) had been established to replace the former Kentucky Athletics Commission.

Fletcher had announced the previous July that he planned to reorganize the commission. He was upset because the commission's chairman, Michael Cunningham, granted Mike Tyson a license to fight Danny Williams without calling for a hearing or consulting other commissioners on the seven-member board. Though it wasn't illegal, Fletcher said the decision "wasn't vetted as extensively as I thought it should have been." Fletcher said that he also had "other concerns" related to the regulatory body.
