Robert W. Lee Sr. led the internationalization of the United States Boxing Association (USBA), which resulted in the creation of the International Boxing Federation (IBF) in 1983 [1]. Lee served as its founding president until his resignation in January 2000.

He was indicted for taking bribes [2] from promoters such as Bob Arum [3] [4] and others [5] [6] to give their fighters higher rankings. While Lee was acquitted of most of the major bribery and racketeering charges, he was sentenced to 22 months in prison for money laundering and tax evasion [7] [8].
