It's the Independent Testing Agency acting on behalf of the IBA. In theory, every boxing organization that follows WADA doping rules has to accept this decision. ITA not IBA. And they, at least in theory, have the power to overrule every boxing organization that has signed up to follow their rules when it comes to doping.

That's what confuses me. Seems to me that the only way the US will need an alternate is if an American qualifies at the Pan-Ams then withdraws (or gets withdrawn by US Boxing) between the Pan-Ams and the final Olympic qualifying tournaments.
