How can judges watching the same fight have such wide disparity in the their scoring?

Not the first time we have seen cards like that and probably won't be the last but the question remains.

I know that Joshua vs Miller was being flirted with a handful of years ago, It was scheduled and about a month from happening when Miller popped for PEDs (the first time) When Miller was to fight Joshua in 2019 and tested positive it was for the second time. His first positive test happened in 2014...
