On a serious note I actually think the low price ppv idea could work, if it's financially viable and if it has reasonable (well-matched and moderately skilled) fighters. And decent production values. Those are three big "ifs" though.
I'd happily pay £1.49 a month to watch a few half-decent scraps.

All sorts of live events draw into the millions on YouTube, but none of 'em charge a penny. Boxing needs to operate at a loss until it can prove its worth for sponsors, and it needs some biggish names for that.
A boxing version of Netflix featuring every fight would be superb, but promoters' greed won't have it. There wouldn't be any presenters, pundits or commentary (all communication's done via text), just an IPTV team broadcasting from ringside. I know some freelancers who could do a great job if they had the rights to tour the country for independent broadcasts. Most of us'd be happy to pay the boxers, venues, crews, security and so on, but the lion's share of these cumulatively expensive PPVs is for the suits.
