Sven Ottke query

I was just wondering why when Ottke fought Mitchell the WBA title is above the IBF title, and than in every fight (defence) since, the IBF title is above the WBA title.

Is that a mistake? For some reason it just makes it look a little out of place.

Without knowing the excact answer I just think that the WBA title was added first and the IBF title second.

And no one can give me the exact answer? I haven't seen it (having two titles switch over after a fight) in any other record, so I was thinking it was maybe a mistake...
