We have done the HWs twice, Middleweights, Welters, LHW... Maybe 126-135 greats?

It has always been the greats. We did have around 4 fighters from each be considered off limits as to make it slightly more fair... Marciano, Louis, Ali and Dempsey I believe for HWs... Not sure about those guys at welter,but Duran was destroyed by Pacquiao at lightweight.
The greatest lightweight of all time was Alexis Arguello.

I believe Pernell Whitaker was on his way to proving he was the best. And he beat every man he faced that season.
