I assume, we take best versions of both? Tough to say, when was Ortiz's best. Given that we don't know his real age.
Anyway...
Ortiz SD 12, in a good fight.
I think, both posses something that their opponent would struggle against. IMO, a pin-point and accurate counter-puncher like Ortiz would become a very tough opponent for Povetkin. Povetkin is too opened up for Ortiz's sharp shots and he'll be getting hit a lot. Plus, Ortiz is bigger and I think has longer arms of the two.
On the other hand, Povetkin's workrate would give an aged Ortiz (who was always "aged", it seems) fits late in the fight.

Povetkin by decision after outboxing and outpunching the southpaw Ortiz on the outside.

Ortiz may be ahead on the cards before getting caught, and stopped by Povetkin.
These guys seemed to be on a similar level, but Povetkin found a way to win a lot more often than Ortiz did in similarly competitive fights.
