Ratings against a n Inactive boxer

Does a boxer get points if they fight an inactive boxer and win?

Let's say the inactive boxer had and may still have a high ratings when they were active but are now inactive. If an opponent wins against them while inactive in Boxrec does the winning boxer get the rankings based on their original rating or it doesn't count because the opponent was inactive at the time of the bout.

Yes, whatever the points the inactive boxer has are included in the calculation.
