Why would a 9-1 fighter fight a 0-21 ?

Resume and move around. Joe Hayden is 24 and 0 and 20 opponents had a losing record. It’s the new norm.

It's the routine, go 10-0 against the usual suspects, then fight a guy for the English title who has done the same, get a win there and you are in line for a shot at the British title.
Of course it demonstrates your camp aren't willing to risk you, but good management all the same
