I don’t know how it is around the world but there are plenty of BBBoC and BIBA boxers with no amateur experience

It’s neither hard nor impossible.
No reason has been given on any of the reports I’ve seen nor by Rio himself.
I’d imagine it is his age coupled with no prior experience but the BBBoC don’t have any obligation to give a reason.

Loads fighters go pro without amateur experience. Friend of mine did recently . He had BBBOC assessors come to the gym and watch him train for one hour then marked him on various things out of ten
