It mightn't have been as bad if the ref saw it when it came in and stopped it then.
But seeing it after the fighters head had cleared somewhat and got his legs together and decided to then stop it anyway made it seem very bad.

I think he saw it but he was confused as the guy seemed ok again. Was heading one way I suppose. You don’t see many 1st round towel throws.
