Should do away with promotors full stop. Sky should promote the show. They do all the advertising anyway so all they need to do it sort out the venue and logistics. The governing body then decides who fights who.

Certain promoters need to do more promoting. They need to do more to help shift tickets on their cards, regardless of television. There is a lot of pressure on boxers. They are not salespeople, and there is too much reliance on friends and family coming to see them every time they box just so that they can get fights.
Maybe they need to put some daytime cards on? For new fighters up to, say, eight fights, than maybe a league is a good idea? I understand that this would totally change everything, but it would be a great way of reducing the amount of prospect/journeyman matchups that litter most cards. You'd also have a proper rating system thrown in, maybe using the round scores somehow as well. Forgive me if its a shit idea.
