I think he's trying to play hardball for a big purse after Arum said that "Marquez would push Pacquia's ppv over 1 million buys" after the disappointing numbers for the Bradley rematch, he's gonna make Top Rank open that checkbook for the privilege of Pacquiao getting a shot at vengeance. He knows better than to sound like he wants the fight too much, they already have made him take 1/3 or less of what Manny's purses have been in the past, including denying his $10M demand for fight 4.
