The WBO Global belt is a regional championship on the same level as WBO Latino and similar. The idea behind its introduction was that it would be a catch all title for all nations with too few boxers to make a regional title a workable idea.
Obviously this is not the case for British or African boxers but boxing for titles that someone isn’t technically qualified for geographically is nothing new.

WBO have Latino, European and African titles.

There wasn’t really a need for Global.

They have International and Intercontinental.

There's youtube footage if Lartey battering a chap called Boniface. He looks a big bruiser that has no interest in moving his feet. This might be a 1 or 2 round shootout.

I dunno, Joyce is a pretty reckless and wide-opened fighter, and Dubois can use openings. A pretty even matchup for me.

Damn, another boxing match horribly refereed. "Hugging and holding and won't let go" Lartey Should have been DQ'ed by 1:45 Of the 3rd round.!! How can a referee only warn the guy two times, on such deliberate holding offenses!? Disgraceful.

It occurred to me that might have been part of the reason why the ref waved it off for the KO, as though possibly a bit groggy it looked like Lartey beat the count. Don't know whether it was a language barrier thing, but Lartey was straight up ignoring break commands and warnings. Ref probably was getting fed up with him.

If it was a world title fight then maybe we would have seen some deductions. But we all knew Dubois would KO him. I’m sure he’d like a KO win rather than a DQ win. And send the fans home happy.

Yeah it was pretty irrelevant in the end. Pretty frustrating, but didn't impact the outcome of the fight.
