They look virtually the same. The way they are? In what way? The WEATHER? That has nothing to do with the people, and no, Basque weather isn't similar to England lol. The food is essentially a mixture of Spanish & French cuisine, which is to be expected, as Basque country is right in between Spain & France.
IMO weather plays a big part in someone's mood and personality. And while most people think Spain is just sunshine and beaches, it's really not, rain wise esp in winter it rains like in Manchester and Swansea. In the summer it's warmer than Britain but it is significantly cooler than most of Spain. In terms of looks, they are generally shorter, stockier and paler, and the women all have a fringe. Food is specific to the Basque Country and has little to do with either French or Spanish cuisine, also the portions are enormous.
Also the people are quite serious, professional, hardworking, quieter, dryer, whereas the Spanish are quite carefree, lazy, loud and reckless.
Look up a film called 8 Basque Surnames. It's a Spanish comedy film which is really quite funny which highlights such differences.
There was a lot of domestic immigration from Andalucia to the Basque Country to work on the shipyards during the time of Franco so I don't think there are massive differences in looks between Basques and the rest of Modern Spain but there is a Basque 'look' as for the women having a 'fringe' I think that is just a running joke in the film 'eight basque surnames' the actual actress (Clara Lago) who plays the role isn't Basque :lol:

It is a different Spain from Andalucia - I like them both but they're both different - Extremadura is a lot like Andalucia and all of the northern coast of Spain is very similar to each other - Galicia is similar to the Basque Country though the food is far better in the Basque Country. :TU:
