DQ would've prompted an overturning of that decision, had it happened.
If a boxer defies the referee for the entire count (any boxer but Ali) he gets a DQ.... 100%... The referee has no choice at that point.... The guy is running around the ring defying the referee... He has no choice but to DQ him in most cases.

It's ridiculous to think any HW champ would be DQ'd for that. The ref (bad example in this case) would never ref a big event ever again. Maybe not even club matches.
