What is the rule on this? Do fighters need to weight in 24 hours in advance? Which, technically, could still be done I suppose?

Am I missing something here? Why not do a medical in Puerto Rico, before he flies over? Seems odd that they take such a gamble.

Nah there is a Herbie interview on the sky website where he says he will take the fight if given adequate notice. Which obviously isnt the case here.
