That's usually the case.. He's still campaigning at CW, but until now, non of his fights have had a belt on the line. so usualy they agree they can go over the limit.
Look at Usyk's first few fights, slightly over 200 pounds and one was 206 pounds,
Catterall was super lightweight, but they weighed between 140 to 145 for his first few fights.
it's agreed between both boxers, so it's fair.
Amir Khan fought between 135 to 140 up until he had to actually make a specific weight for the first belt he fought for.
These are just some examples, but if you look at any boxers earlier career, up until they fight for a title or an eliminator where it's sanctioned, the they don't make always a specific weight limit,
