It depends on Spence. He foolishly made the Porter fight harder than it should have been. If he goes toe to toe he may get caught like Thurman but will still win due to his accuracy, skill, chin, and volume. He could box and nearly shut Pac out too. I hope we see some of both but no way Spence loses this one. I still can't find any official confirmation of VADA administering the random unannounced blood-based drug testing.
And nor can I find any official confirmation that the testing itself will be performed by VADA (according to their rules and standards).
This piece of information is valuable to determine Pacquiao’s potential competitiveness against Spence Jr.
It’s possible that Pacquiao has been training hard and taking all sorts of PED’s over the last two (without any out-of-competition drug testing being performed), whilst not having to undergo particularly stringent drug testing for the Spence Jr. fight.
I’m not being funny, but the VADA drug testing is the massive elephant in the room that’s not being discussed by fight fans nor the media.
An upset is entirely feasible if Pacquiao has exploited the lack of PED testing, but if the Filipino is clean, then he could end up losing a one-sided fight.

There's something to be said for what Victor Conte mentioned a few years ago. (About if you get caught with peds) He said it is more of an IQ test of a boxer and his team than anything.
