He hasn't. None of Smith's opponents (including for his "world" title) have ever won a national title. Jason Welbourn is the only one who had boxed for a national title (he lost at the weight below).

Following been involved in a meeting recently I can tell you that if you knew what George Groves Carl Froch the referee the Doctors on the night the BBBoC and now the IBF all know then I think you would agree that George and his family should be thanking Howard Foster for the rest of their lives.
