You are wrong, it was Cortez. He was criticised for it by Teddy Atlas.

He also allowed Mayweather to continually turn his back, and then penalised Hatton for punching him on the back of the head as he did so, last time i checked, if you turn your back on your opponent, it's a foul. The really good fights make up for it, but in terms of fair play, boxing really is a joke compared to pretty much any sport I can think of. The house fighter generally gets treated with kid gloves, by the referee, and more often than not the judges too, so the fighter who is the favourite (generally thought not always the 'house' fighter) has even more advantage than their opponent, as everything is on their side.
With a fair application of the rules, both the Povetkin and Hatton fights would have been far more competitive and entertaining.

Is there a rule change that might end this era of pop-and-lock merchants?
Is clinching against the rules? Or is it excessive clinching?
Fighters can clinch, so long as they are 'working on the inside' it is up to the ref to break the fighters if they are holding without punching, if it is repeated they are supposed to warn the fighter, then start taking points - eventually leading to a DQ as in the Lewis Akinwande fight. The ref waited until the fight was almost over to deduct a point in this instance, which is ridiculous - if it was illegal then, was it not illegal throughout the fight, why wait until the end to deduct a point? That's paying lip service to a rule, that you failed to apply for the majority of the fight, to cover your own arse for being a weak referee who doesn't want to buck 'the script.'
The rules are there already, the referees just need to apply them.

If that was the case, in a fair world, he would've been cleaned out several times by now

I don’t know the answer…I think it should make no difference whatsoever…but my suspicion is that it does matter…I’m interested in what others think.
I was rooting for Maidana against Alexander but was surprised at how well Alexander neutralised him and outboxed him and yes clinching up close was part of his tactics as it is most boxers but the style of clinching didn't stand out to me as blatant fouling from memory which Wlad seemed to be doing imo.
From memory Molina was handling Kirkland but he was spoiling with the holding, stinking the joint out and was warned by the ref before DQ? I seem to remember it was shit.
Look Wlad's tactics worked for him but they didn't work for a large amount of the viewers. He turned in a SHIT performance in terms of entertainment, fornicate the fans who want to see a fight involving punches, a wins a win, money in the bank and his boxrecord wont show what a bore he was .

I agree mate. I don't like Wlad's style and thought he cheated on Saturday night, but for a guy with a ropey chin he's doing a fantastic job - if the object is not to get hit.

Exactly what I was thinking. When the competition was hot Wlad couldn't handle himself. Now the competition look like they train on cronuts Wlad is suddenly consistent and reliable. Funny that.
I think we should just accept that Mr Mouse is an aspiring boxing journalist (unpaid blogger) who seems to be using his work on boxrec to advertise his services as a writer who can be relied upon to sit in the press section, toe the party line and not ask any enquiring, rational, or uncomfortable questions about the money generating star fighters.

I watched his fight with Brewster recently, the biggest difference between then and now is his volume of work. He threw more in those rounds than he does in 12 now, and he could barely walk around the ring at the end of that fight.

He's regularly printed in Boxing Monthly? I'm not talking about paid ads either.
Wlad would get decimated by a prime/peak/zenith/pinnacle Lewis but I'm not entirely sure someone like Morrison who was equally weak chinned and open at times due to how offensively minded he was, necessarily beats him easily.

Mercer is overrated beyond belief on here. Right from the start of his career, he had issues. He had issues with Jerry Jones and barely managed to scrape past Ossie Ocassio. He was given a boxing lesson by Damiani and an ancient Holmes. Then you've got the Ferguson debacle. Yes, he almost beat Lennox Lewis and nearly killed Tommy Morrison.

Styles do make fights Keith but sometimes we are more inclined to see something in someones style that isn't as effective as we thought. Mercer was an Olympic gold medalist and people were genuinely afraid of boxing him as an amateur; he was short and light for a pro heavyweight but did a lot of damage nevertheless. The Povetkin that lost to Wlad last week would have been churned up by Mercer, Wlad would beat him down to sheer size but (prime Mercer) he'd have had some problems containing him. Mercer was no joke. Damiani was a decent fighter and was winning the bout but got his nose smashed with one uppercut and that was that.

Cooper? Mercer made a meal of that one. Cooper was always relatively easy to hit and that fact that Mercer couldn't put him away says a lot.

It would need to be a phone box to beat Wlad. When faced with a hard snapping jab, Mercer just couldn't function.

TBF Mercer looked like he'd been wheeled out of retirement home against Wlad. He'd completely lost all explosiveness in his attacks, couldn't close the distance and just plodded forward eating lefts.
Actually the Lewis/Mercer fight has one of my favourite combos @ 15.35
Jab, Right hook to body, right uppercut, left hook, right hook, left uppercut! I'm sure he pulls the same routine not long after.

People love to do this when someone suggests a 90's guy can beat Wlad. They list all these times when the said 90's fighter struggled and use it to argue why the guy wouldn't be able to beat a man who has been stopped three times, once by a journeyman, knocked down 8 times (is it more? probably) and whose best win is over Chris Byrd, a non-punching blown-up supermiddleweight. (It could be Haye. I don't care. There's not much to choose between them at heavyweight. Byrd probably has better wins there).
It's the reason why it's not enough for David Tua to have a style to make Wlad not even have time to shit himself before being hit and hurt, Tua has to be the guy who was losing vs Rahman before getting lucky, dominated vs Lewis etc.

Which is why it's unfortunate for Wlad that he doesn't snap out his jab any more, but paws with it. The more active version of Wlad that did have the confidence to snap out his jab would have had no weapons against the iron-chinned Mercer, who would have feasted on the early Wlad's lack of defence. Ray was a hell of a lot better than Sanders in every way.
