In that regard, Meehan recently went 12 with Chagaev, which is decent form, and on top of that he's WBA-ranked, so the rewards for beating him* would be obvious.

I would be very shocked if they bring a 40 year old fiji heavyweight overhere who hasn't beaten anybody of note, as for a 38 year old Ruiz when he fought Haye - it was a total mis-match. Put that together with the fact that John Ruiz was one of the worst heavyweight champ of recent times I'm not sure why you bought it up.
The point was that Ruiz, while flattered by his mandatory position at that stage, had proved his durability.
As for Meehan...
1) Again, I say his age is unimportant. Form is the better gauge. No, he's not a world-beater, but he recently went 12 with Chagaev. If Chisora improved on that, it would speak for itself.
2) Meehan is ranked by the WBA. The reward for a win over him would speak for itself. And since you talk about marketing, there you have it: "World top 10 ranked". Whether you agree with the ranking or not, that's something the promoters can use.
3) Agreed, he doesn't have any particularly outstanding wins, but the Williamson knockout was decent at its level and makes for very good TV (it's on YouTube if you haven't seen it).
4) He gave Lamon Brewster a very good fight, which many thought he won (again, from a marketing perspective, he's a "former world title challenger").
5) He is fit, aggressive and a vulnerable puncher - again, good TV.
6) What's him being Fijian got to do with anything? And besides, that's his birthplace - he's an Australian citizen.
Anyway, I'm not saying all this because it would be the best match in the world, but it would certainly be a very decent Commonwealth defence for a 14-0 Chisora.
Who would you have him defend against that would be better?
