Yes, I'm questioning the reality of the Rocky films.
Yes, it's one of the many reasons I don't really like Rocky IV. Even allowing for the poetic license of the entire franchise, there are just too many absurdly unrealistic things in Rocky IV which bother me as a boxing fan. Your point is of course one of them, and not only that, but Drago is considered a massive betting favourite vs Balboa!

According to Boxrec - and bearing in mind it could very well be an incomplete record - Johnny Davis was just 3-3 when he challenged Joe Louis.

Crikey. Steve Davis would've stood more chance.
And imagine the explosive press conferences.

Rocky came out of retirement tho, he wasn't the reigning champ

Just boxrec-ed him and I saw that he retired with a 5-21 record.

True, but part of the appeal of Rocky 1 and (to a lesser extent) 6 is the realism. Rocky 4 was like watching a video game - the fight dynamics were about as realistic as beating down someone's energy bar.

It was legitimate. Dempsey was only a youngster and would gain ample revenge, but Flynn was an animal.
