So Manny Pac never won the title at LT welter , so he's not actually a world champ in all those divisions.
I think 99% of the fans realize a belt means sweet F/all, it's the champion that makes the belt these days, not the other way around.
It's fair to say that Vic was easily top 3 at Bantam, i have no problem saying that Vic won a title at the weight.Nor do i have a problem with Manny or Hatton or Wladimir or Pascal claiming that they were and are champions in there division for winning that belt.
Check Pacquaio's record. He had relinquished the WBC Lightweight title and won a couple of fights at welterweight. The IBO title was the only title Hatton held at the time.
