In practice promoters can tell the board who they do not want to ref.

I can only say what I have seen Jon I can honestly say I have never witnessed officials queuing up to get paid.

Yeh defo mate iv had them waiting for me to pay them and more than one occasion iv stood in line waiting for wages alongside them.Iv never heard of the board paying them ever.Although iv never seen how it goes down your way so may be differnt there, but the rest of country is like that.

O dont consoder refs to be bent per se...however, top class accommodation, room service and a well stocked mini bar could just make your mind swing in a close decision....its only human nature, it does not mean you are bent, but if people look after you you are more likely to look after them.
