Khaosai Galaxy's main problem was that he was (I believe, anyway) somewhat vulnerable to a nice boxer/mover type. & he didn't fight the competition that was available at the time that would've led to him being regarded universally as an ATG.
Also, he was sponsored by a chocolate bar.

Leaving the Bw division is the primary answer but for further elaborating purposes,...
He fought Gomez at an Especially bad time. Beat Lujan,Good win,but fighting Gomez was bad timing as Gomez was about to leave the 122 division when he fought Pintor. Gomez was too big and strong and it was a gruelling and probably damaging fight for poor lil Lupe. Bad Luck for him that they forced em to fight Wilfred. Otherwise may have made a relatively smooth weight division transistion.

No film preservation,hard to say but did he lose sight in one eye before or after one of the "Tiger Flowers" fights ?

Don't know how you can really fault Armstrong. I guess you could say he would be at a major size disadvantage in hypothetical bouts with some of the other great welters, but then again he was far from a natural welter, anyway. Some might say a lack of versatility, but it's not like that ever did, or would, hold back his effectiveness. Styles don't make matchups for a fighter like that. He ran through styles.

Chin. The two fights with Tyson ruined him, but he wasn't impregnable before (see Bonecrusher & Weaver fights)... Actually, maybe now I've typed that his biggest fault was his inability to employ his boxing skills, the movement & the slick left jab. That all went south after the Weaver fight & it was "RAZOR... SMASH!" all the effing time.
