I viewed the video on Thursday night, never heard this said before and wondered the same. Walking through the city centre yesterday, heard some black youth shout,"waste man, get here," to his friend. He was probably about 13 years old, I assume it is some kind of joking/slightly disparaging remark between friends, but can be turned into an insult, a bit like 'blood clart' which I think translates as 'used tampon.' Ras clart, bumba clart, p**sy clart all mean the same I believe.

The guy was a first rate twat. Imagine being the parents of that runt. You can only think his parents don't give a toss about him as they have failed miserably in bringing him up with an ounce of decency to his name.
He ought to be tossed in with some proper roughneck and shallacked until he gave best.
