Eddie has been right about these in the past.
So I reckon its on.
He will have been chatting to Martinez's people who will have told him they are rematching Frampton instead of Quigg.
Eddie is not stupid he knows Frampton v Quigg won't be next due to Framptons B**nation deal, which I've read has one fight left. He's just talking like this to build up interest.
Also at this moment in time Martinez was the best option for Quigg as its the most winnable of the World Champions, someone who will come over to the UK no problem and won't be as demanding moneywise.

I don't want to see quigg or frampton in with rigo because they will get utterly dominated.
I'd like to see them fight martinez and santa cruz. (Not fussed who fights who)
Then surely, IF both win, then they can't justify dodging each other. Get them both in the ring together.
Then after facing top level opposition i'd like to see the victor face rigo.
It would still result in a defeat, probably a dominant one as rigo is levels above. But at least they'd be approaching the fight having competed with the best possible opposition.
But there I go again, living in a fantasy world where the fights that should happen, do happen!

Problem being, no matter how many times we say that quiggs "title is a fraud", quigg already believes he is world champion.

Frampton has the boxing ability and power to if not win, at least have a competitive fight with Rigondeaux.
Quigg would be out boxed and picked off at will after a few rounds.
