As far as I know excessive holding is against the rules, but tying a guy up/clinching, is not. If it was 90% of the boxers would be penalized every match. Its amazing to me some of the people that didn't think what Maidana did in the first fight was that big of a deal, but Mayweather tying Maidana up is.
