It doesn't effect that part of the skull.
Only the jaw (ramis? - the long bit from ear to chin) the area under the nose, the maxi something or other.
Basically the bones that feed the teeth areas. The area above the eye is muscle tissue that straps over the forehead, as you get older it gets bigger, some people's sag and they have it trimmed (brow lift).
HGH is rampant in stateside gyms, but you'd need bodybuilder levels (thousands upon thousands of dollars worth) to get the above effects over a period of several years.
There are some medic people on here, who can probably clean up what Ive said above. But that's the gist of it.

The skull is in two sections, the mandible(lower section, jaw area) and the cranium(upper section, protects the brain). Only the mandible is noticeably affected by HGH.

Larry O used to post on here. After he got caught he was going to "out" 2 big names in British boxing. It's a shame he didn't publicly.

Larry was sound and a good poster, I tended to believe him when he said that there were many other boxers 'at it'; it's a shame he doesn't post here anymore.

He obviously wasn't sound though, was he? He was off his tits on gear all the time he had the forums support!

Some of those pictures have a 10 year difference.
One as a 17 year old undeveloped kid and the other as a grown and heavier man.
His physique seems pretty normal for someone who has moved up a weight division. As opposed to someone like Bradley etc.

Yup, everyone that I know who puts on weight suddenly grow an abnormal bony ridge over their eyes. *sarcasm
