Yes, he was. I might go back and see if I can find the first Frampton vs Martinez fight with English commentary because I'm pretty sure that it was a title eliminator for a shot against the (then) IBF Champ, Romero.

Check the rankings if you don't believe me, Carl Frampton has never been ranked #1 by the IBF. Romero won the title a week later, Frampton was ranked 3 in the next months rankings, they might have called it a world title eliminator, but it wasn't sanctioned by the IBF as one.
