The Bizier fights were eliminators, winning those two made him mandatory. The IBF generally don't make anyone mandatory without winning at least one eliminator, usually two, but at times the standard of the fighters in the eliminators leaves something to be desired, there's far better fighters at welterweight that were much more deserving of an eliminator than Bizier and Dan.

I don't doubt your Google skills, however just checking the listings on the site there is no mention of final eliminator status.

Even if correct, what kind of situation is it that a boxer ranked 21 fighting a boxer ranked 23 in independent rankings could face each other in a final eliminator for a major world title ?

If the biggest stars in boxing like Mayweather,Pacquiao etc were made to fight their mandatories instead of just sitting on titles in 2 weight divisions(Floyd) then us fans wouldn't be so critical whenever a champ has to fight someone levels below them ,it would be commonplace

Or even better,the ABC's might be a bit more careful who they let into their rankings
