Lots of top amateurs have not developed into elite pros. And I don't buy that Saludar was anything special.
It's not just BoxRec that didn't rate Arroyo before the fight. Fightnews had him at #16 in the division. The Ring had him at #7. In both cases that's below both Viloria and Sosa who we can all agree were not great opponents for a P4P type of fighter.
Hopefully Gonzalez fights one of the 3 names he mentioned (Cuadras, Estrada, McJoe) next. Those are all quality opponents. I'd love to see him fight Estrada and unify at 112, but if he's 126 in the ring now, making 112 has gotta be tough and I would understand him moving to 115.

Whilst no one will suggest Arroyo was an elite win he was certainly another solid name to add to Romans record, much like Gejon was (very underrated win) and Hirales Garcia, like with Golovkin there is plenty of B tier wins, which is where I'd put Arroyo, below the likes of Takayama, Estrada, Yaegashi and even Rodriguez.
For whatever it's worth I thought McJoe got given his title, I had Villanueva beating him by a couple and thought the judging there was horrific

I'd love to see that fight, and yes I agree Inoue sparking Gonzalez is a very strong possibility

Are you joking? Please don't tell me Golovkin, Kovalev or any Heavyweight has been beating superior comp . . . the lone fighter one could maybe argue is Alvarez who has at least 3 gift decisions already.

They would certainly have an opportunity to have beaten better opponents if Sturms, Quillins, Martinezes, Taylors, Cottos, Canelos, Stevensons, Braehmers, etc. were not hiding. Roman's choices are limited even if he could pick anyone.

Estrada looked as good against Gonzalez as he's ever looked since, regardless of age.
I disagree on your view of the Flyweight crop. Yeah, Sosa clearly wasn't up to much by then, and he more or less just laid down, but Viloria was nothing like that far gone, gave it his all, and was still an excellent fighter. The difference in quality of those wins is wide.
Viloria was better than Yaegashi, too, in my opinion.

Chocolatito is overrated by some and underrated by others. He is quality. P4p #1? Not in my opinion. Top 10? Absolutely.
Dude just keeps defeating who they place before him. I can't find fault with that, although it would be nice if his people put a bigger challenge or three in front of him.

His people are all about that. Yaegashi was a huge challenge, another top fighter in his prime with no weight struggle. Like I said earlier, Sosa & Viloria make sense for HBO. At least some of their viewers have seen them fight. Now he's drawing as well as a Ward with ratings, they can start shipping guys in.

roman looked good the other night lost about 3 rds in the whole fight maybe,only can beat what is in front of him. and he won all the early rounds didnt need to risk any thing silly after 6, i would think roman is a mad man if he trades in the 8th with the fight in the bag, a man with 40 od wins dont do that because he wouldnt have 40 wins if he did

having him as p4p no1 seems
wrong to me.

More than for Viloria, yes. But I do think Ruenroeng is the most vulnerable of the other titlists.

Also Ruenroeng isn't a 15-year pro with a ton of mileage on him like Viloria is.
