It was banned because it's made in Latvia. The test is not whether a product is proven to be performance enhancing in any way. Creatine is performance enhancing and so is Muscletronic. But they are Western products. Meldonium is a popular Eastern product that has been manufactured and available over-the-counter for decades in Eastern Europe and has been cutting into the sales of Western products. I believe this is why it found its way to the banned list. It was fine to use for decades and now suddenly it's banned. Athletic performance enhancement supplementation is a major and very profitable industry. Since Meldonium has been banned there's been a bigger demand for substitute products.

Whatever the politics Meldonium is now banned. Whenever a product is banned there's a time frame where trace amounts are allowed up to a concentration that is compatible with an athlete who stopped supplementation on the date a forthcoming ban is announced.
