Pulev can earn 500k in Germany against safe opponents...and 1M+ fighting level B guys like Chisora. He's obliged to RTL, and RTL will not pay for fight they cannot translate in Germany prime time.
On the other hand, no German government will not pay Wilder 5M to come and fight in Germany....

I suspect situation will play out similarly to Drozd in the CW division.

Wilder will probably be stripped and made Champion in Recess. Povetkin will fight the highest ranked available oppenent for the title. When Wilder returns, he will get first crack at the new champion.

Dibella wants to (ab)use WADA and VADA to delay that fight even more for them with help of their lack of knowledge? Wow, how sad can Dibella be???

I'm happy to see Povetkin continually proves to be innocent, honoust and willing to fight, unlike Wilder.

They were willing to take short notice fights possibly for lowish money and we not expected by Wilder team to be a threat...
