Why wouldn't everybody? His biggest claim to fame is he happened to be in the ring the night a better fighter refused to fight back, and he got a title handed to him (a title which he then turned around and gave up without a fight as well). He's lucky more than talented.
This. He has far too many questions left unanswered to his career. If he never comes back he will just be remembered as lucky, not legendary.

Fury suffered a mental letdown like Foreman. For several years Foreman made excuses for the Young loss. It was tough. About 5 years after he quit he started talking about a comeback. After 10 years his kid said, "Are you going to make a comeback or are you just talking sh!t again?" ... He got really angry and told a promoter to make a fight.. "Are you in shape?" ... "Hell no I'm not in shape. Find me an opponent where I don't have to be in shape. Just get me out there. I want to get started like any 4-round fighter. Just line me up so I'm forced to train. I don't give a damn what people say, I just want to get going."

Fury shouldn't let it go 10 years... He doesn't have as much experience and hasn't made that much money.. He has to stop feeling sorry for himself and stop worrying about haters and everything people say.. He's an emotional basket-case.. He says he doesn't care, but he does.. You have to be cold blooded."

Fury is a comedian, a funny guy. Funny thing about a lot of comedians - most if not all of the really good ones - they are crying on the inside.
