I couldn't find anything that said what Povetkin took has ever been used in meat, it wasn't steroids it was just similar.

I think you'll find that the first 10 pro fights of any top 50 heavyweight will have little to know bearing on that boxers ability to be successful at the highest level. Person A knocking over tin can X quicker than person B. What does it prove? That tin can X is probably not very good and not a good yard stick on a fighters ability.

Judging by Povetkin's performance over the most recent common opponent, Duhaupas, is it any wonder that they want to invent ways to keep him far away from their precious cash cow?
