Beating Ugonoh is not enough to push anyone in the top 15 in my opinion. Good boxer but still unproven at high level.
Breazeale also took quite beating from Mansour before he got injured.
Using the median is good way to do the rankings

Plus it was just because of Ugonoh's flaws, and Breazeales toughness and heart meant he could stick in there.
