True, but think how dominant he could have been and the longevity he would have had at the top.
There are fighter who have dominated in weak eras in a particular weight class who we hold up as all time greats, even with the question mark over them due to lack of competition
We probably wouldn't hold him in such high regard as we do given his success at heavyweight but I think, for very different reasons he would still be very highly though of

The great Evander "The Real Deal" Holyfield was the top dog of the cruisers with only a couple of fights in his resume. That was impressive.
But, he wanted from the beginning to become the Heavyweight Champion of the World. The great Mike Tyson was his eye on the big prize at heavyweight. For years he wanted the Tyson fight. It took him about 8 long years to get it done.
