It's fight that would be high profile and keep the title under the Haymon banner. It's the kind of fight Haymon puts together. However Russell, Santa Cruz, Frampton, and Selby all use Haymon I believe.. You would think Russell would get a chance to knock those guys out, but he's not getting a thing.. A lot of boxers think Haymon is the magic pill they need -- but it just ties them up contractually and doesn't work out for them. When you have so many boxers how the Hell can you pay attention to all of them? It's an impossible situation for Beterbiev.
Didn't Haymon get Russell a fight with Lomachenko? That's a pretty high profile fight. Maybe Haymon doesn't think he is ready for Cruz, Frampton, etc. Maybe he could try to get Rigo?

I don't know why so many people are speculating all sorts of bûllshît nonsense ideas when five minutes is all it would take to obtain the answer to the question posed by the thread title... indeed, this topic has already been discussed several times, to the point of exhaustion, by this forum, yet it amazes me that so many people are utterly clueless about what had actually transpired.

I think he is responsible for putting together some pretty good fights over the last year or two, as compared to the other big promoters....but yeah, he sure could do more.
Legally he can't be a promoter and an adviser, but he arranges the fights and just has a figurehead as promoter. Like Floyd used to do with GBP.

If Main Events, Top Rank and Golden Boy all failed to prove in court that Al Haymon fulfilled the role of a promoter (directly or by proxy), then why do you make this claim?
Main Events & Top Rank dropped their lawsuits and GBP got theirs dismissed pretty much immediately.

He makes fights. Definitely doesn't promote them much.

Oh yeah, it's really a gift to fight Lomachenko right??? More like a certain loss.. That was over 3 years ago and that's his only defeat in 29 fights.. So he fights the most skilled boxer in the world and then nothing??? Jhonny Gonzalez knocked out Jorge Arce and Abner Mares -- and then was knocked out very easily by Russell. Gary knocked Gonzalez down 3 X and jabbed, boxed, and punched the crap out him for 4 rounds without even trying... Since then Russell has gotten 2 fights and Gonzalez has gotten 8 fights -- fighting for various versions of WBC Titles like their Silver International and Latino Titles.
What I'm seeing is Russell is just flat-out being denied high profile Featherweight Title Fights with Santa Cruz, Selby, Frampton, Mares, and Cuellar... Just like Beterbiev, who is already 32 and has had only 11 super easy fights in over 4 years, Russell's talent and career are being pissed away by Haymon.

Already our learnered posters have given many good and some rather bizzare reasons why not.
I think the most simple reason is probably closest to the truth.
Money.
There is no money in it.
We know who Betatape is, the general public don't.
They would know Beterbiev after he koed chickenshitt. Was there any money in Chickenshitt vs Fonfara? Beterbiev would take what he's offered. He wouldn't play hardball.
