check out this thread: viewtopic.php?f=22&t=227615

at first (in january) we went with:

1.Joshua 2.Fury 3.Wilder 4,Whyte 5.Povetkin 6.Ortiz 7.Pulev 8.Miller 9.Parker 10.Breazeale 11.Jennings 12.Kownacki 13.Chisora 14.Hrgović 15.Kabayel

then we voted on the following topics (mostly fights):

Jennings vs Rivas (18.01.2019)
Kownacki vs Washington (26.01.2019)
Kabayel vs Rudenko (02.03.2019)
Ortiz vs Hammer (02.03.2019)
Pulev vs Dinu (23.03.2019)
Chisora vs Gashi (20.04.2019)
Miller's case - he got removed due to his positive test on banned substances
Wilder vs Breazeale (18.05.2019)

and now we vote on Hunter vs Maldonado and Hrgović vs Corbin, next voting on Joshua vs Ruiz Jr

I wasn't indicating that Hunter beats Breazeale.

This ranking is based on resume.

Otherwise you could argue that Hrgovic would be up somewhere like 6.

Breazeale was already ranked ahead of Hunter. As I posted, neither Hunter's win nor Brealeale's loss indicates Hunter can beat him, or that he should be ranked ahead of Breazeale.

Don't get me wrong, I do not think Maldanado is a good heavyweight, but this was his first stoppage defeat (when Rivas and Teslenko were taken the distance). That carries more than any of Breazeale's recent performances, and thus moves Hunter above him. In my opinion.

I get what you're saying. It probably doesn't matter in the long run. Hunter will have to step up next fight and if he wins against a top 15-25 guy, I'd move him above Breazeale, unless Breazeale magically reappears and does the same (although I think he's done). Remember that after the first five or six guys, it's somewhat of a crap shoot in the rankings. Pretty even from 10 -20 for the most part.

It just depends on how quickly the next generation move on over the next 12 months. I don't personally see any of them cracking the top 10 in the next year, and we're still left to wait for Usyk to make his heavyweight debut.

I pretty much agree. We'll see Joyce; Dubois and Hrgovic in the next 12 months crack the top 10 or fall away, but guys like Ajagba and Makhmudov a time longer. I don't see Usyk being the savior of the division.

Even Dubois and Hrgovic we might not see make that kind of progress in the next 12 months. Hearn and FW are not renowned for fast tracking their fighters, and even Joshua was 13-14 fights before making an impression on the top 10. I think Joyce will fall short when he meets someone that's live, but even then he seems to be dragging his feet.

Both Joyce and Hrgovic have the added advantage of have lengthy and fruitful amateur careers. Hrgovic needs to step up now and Joyce is as good as he'll ever be, so I expect some noise over the next year on both.

No change for both. Obviously, Corbin and Maldonado remain unranked.

I kind of get the argument for moving Hunter up slightly, because when those above him have beaten nobodies, the general argument has been that it's difficult to move them down after a win (however unimpressive). So, if someone thinks stopping Maldonado is more impressive than getting a UD over Rudenko (I don't), then I see why they'd want Hunter over Kabayel.

With Breazeale, we already had the chance to drop him below Hunter, who has better wins on his record than Maldonado, but a majority voted not to, so I can't justify it here.

If that is true then Breazeale should not have been moved down at all based on his loss to Wilder. But, he was, and Hunter’s win is good enough to move him up one spot for me.

Are neither of you aware that he's beat Malik Scott and Carlos Takam (and Kevin Johnson, Ondrej Pala, Edmund Gerber, and Sam Sexton)? He's also had razor-thin fights with Kabayel and Whyte. Takam and Scott were each ranked around #10-15 at the time. By contrast, Hrgovic and Hunter don't have any wins over any heavyweights in the top 40, so... why are hrgovic and hunter on this list ??????

Well at the time, Hunter didn't have an extra win on his record. There's two things which will move a fighter in the rankings. A win/loss or a win/loss of someone around them in the rankings. They don't always happen at the same time.

In theory, they could also move if a recent opponent has a win/loss. E.g. if fighter A beats fighter B and then Fighter B beats a higher ranked fighter C then both A and B could move above C.

I think if you started to use that to move fighters around, you're reaching a bit. It also makes things super complicated. Styles make fights, which can making ranking guys difficult.

True, but also, I think it's the reason that Chisora is above Kabayel even though Kabayel beat him. For some reason people have given more weight to Chisora beating Takam than Kabayel beating Chisora and leaves this top 15 looking a bit odd in that respect.
