It'll be someone with a high ranking, even if they're no real threat. This is a systematic deal to make Fury #1 or #2 across the board so that the Joshua-Ruiz rematch winner cannot avoid him.
That's why I think Wilder-Fury 2 will happen much farther into the future than people think. It won't be February. It'll be another winter showdown.
Wilder's a genuine threat. Ruiz & Joshua are not as threatening to Fury. So I think the rationale will be to pick up the majority of the belts by summer 2020, and the undisputed championship in around December against Wilder.
Ruiz, unlike Wilder, is more popular. Joshua, tainted record and all, is more popular than Wilder. Fury is getting more popular as time goes on. It makes more sense to take on the easier, more fun, fights before fighting Wilder again.
I think Pulev is most likely. He was supposed to be the guy last night but between getting cut and the Jenny Sushe bullshit Top Rank had to scramble to find some high ranking opponent who was no threat (Schwarz).
IBF could strip Ruiz for rematching AJ, giving Pulev the belt likely against Kabayel. Winnable fight.

The win over Schwarz should move Fury into the top ten of all 4 orgs. He'll likely look to posture for higher ranking/more money to get Wilder/Ruiz/AJ etc next year or 2021. I'd imagine his next fight to be an inflated ranking like Bryan, Wallin, Oquendo, Kabayel, or someone like that that makes good business sense. Fury has already proven he's at the top...but now it' all about positioning himself for the most money for the next high level fight he gets.

Nobody said anything about rankings for a title shot. Fury is strengthening his position at the table for negotiations with guys that would really rather not fight him. Rankings may play a part in how much he's offered, but more importantly they may force some hands that potentially don't want to fight him.

Fury's ranking with any organisation will have absolutely no bearing on what he's paid to fight Wilder again.
He probably already knows what he's getting paid. It's all about maximising the PPV sales now. Rankings won't impact on that, exposure and personalities will.

Why are you assuming he's only going after Wilder? Fury is the best guy in the division and nobody is champing at the bit to fight him. He may need to force hands by landing a mandatory and having other options definitely has a bearing on pre-fight negotiations. That's kind of day one stuff.

Sorry, but Fury isn't a title holder and isn't the driving force of the division just yet. And he doesn't sound exactly like he himself is chomping at the bit to fight anyone above #56 in the rankings.

He's fought Wlad and Wilder. He's got the best resume of anyone relevant. Now he's just positioning himself to earn as much as he can for any future "mega fights". As you say, he isn't a title holder so moving himself up the boards will clearly help force a fight if needed, and help at the table since negotiations will likely be tense and being able to sing may not be enough despite what some here may think.
