This has been happening for a long, long time. The alphabets have always manipulated their ratings to validate soft-touches that are being lined-up as cannon fodder for superstars in high-profile TV fights.
Case in point: Peter McNeeley back in 1995. Remember his Mike Tyson fight? Well, in the months leading up to that match McNeeley suddenly appeared in the WBA and WBC ratings as the world's #10 rated contender. This in spite of the fact that McNeeley was just a small time New England club fighter who had rarely fought anyone with a winning record.
Boxing is all about big TV revenue, and big TV is all about broadcasting great, popular fighters to the world. Those superstars need easy touches to knockout in front of live audiences. The alphabets are always willing to cooperate with the major promoters who need artificial world ratings for mediocrities chosen to be cannon fodder for the greats. That's because, one way or another, the alphabets get a cut of the revenue. Kind of like a street tax.

No, they couldn't care less what people think of wilders opponents. Though I bet they're still pissed they missed out on that povetkin payday.

Most fighters 30-0 records are not that great.
The PBO lists the top 100 and are independent rankings based on merit. They list each fighters last 20 fights, you can see the quality by the high/low numbers a W means non top 100 win.
