Unless a big overseas offer comes in, Vasiliy Lomachenko will be waiting to fight the winner of the Richard Commey vs. Teofimo Lopez for the undisputed lightweight championship, according to promoter Bob Arum. He spoke to Lomachenko’s manger Egis Klimas, and the plan is for Lomachenko to wait to face the Commey-Teofimo winner in early 2020. As such, Lomachenko (14-1, 10 KOs) won’t be defending his WBA/WBC/WBO 135-lb titles in December.
That's probably best for Haney because realistically he is nowhere near being ready to face the likes of Lomachenko!! Haney needs a lot more experience for that!!

Even though this fight is for the WBC Interim title, Bob Arum doesnt expect Loma to fight the Haney-Abdullaev any time soon:

Wrong move by Lomachenko management. At 31 years old, he is not going to be younger. Nobody knows how long can he be in prime. At least he should deal with some mandatory defense in 2019 rather than wait for Commey/Lopez for 6+ months. I disagree with Haney being too young and unexperienced. 4 years pro, he claims he can beat Loma with ease, so let him back it in ring. If he can be impressive against ABdulaev, why not Loma - Haney in December ?

While I disagree with you on Haney being ready for Loma, I do agree the smart move by Loma would be to fight Haney sooner rather than later, before Devin gets too close to his prime.
If we read farther into that same article it says Loma is rumored to be considering a voluntary defense in December vs a little-known challenger named George Kombosos.
Loma will be taking the remainder of 2019 off unless there’s a big offer from overseas to fight someone. What Arum might be referring to is a rumored fight against Australian lightweight George Kambosos Jr. (17-0, 10 KOs). He’s being mentioned as Lomachenko’s possible opponent for December in what would be a voluntary defense.

He was trying to pick a fight Hopefully loma calls his bluff though I'm sure Haney is too big for the poor little guy as far as the congregation is concerned. He's got the opposition around him to prove what folks are giving him.
