He could have fought PAC for years, one of the few boxers Manny had no interest in.

It's not much they can do about it except smooze the sanctioning bodies. The funny thing is if the sanctioning bodies decide to order Crawford vs any of the other champs, the other champs would have to pay them step aside money if they don't fight Bud or forfeit their title. That can happen.

Bud already has a belt though, pretty much only the wbc orders other champs to get title shots and they rarely do it

The thing is, they can order it if they want to. It's just how much Arum is willing to push, pay, or whatever.

Also, Alexander Besputin is ranked #1. He is a top rank fighter. If he could upset Manny Horn style, there you have it.

#2 Butaev is with Dibella. Both are ranked over Ugas and Danny Garcia in the WBA rankings.
