I think what it comes down to is exciting fight instead competitive fights. I go back Jorge Masivdial-Usman. Even though its UFC its the same reasoning. Even though Masividal lost he considered the exciting one so people really care about name exciting fighters and not really about great boring fighters or unkown good/competitive fights. Its no longer about who's the best but what exciting. UFC probably gets a higher baseline viewership just because of the brand name. Nobody really cares about who is promoting a boxing card.
That said, the post-COVID UFC cards have been far superior to the junk Top Rank has been putting on.

Casual fight fans and channel surfers have little interest in flyweights, lightweights, etc. to begin with. They'll watch the big boys from middleweight on up, especially if they've heard of them. Live boxing shows up so infrequently now the general public has no idea who the vast majority of pro boxers are. Then throw in the effects on broadcasting of the Covid Crisis and you're lucky ANYONE is watching.
