Well the problem is this. In the absence of a single, universal recognised body, you have to have sanctioning bodies, otherwise how on earth are you going to run the sport.
However. Anyone trying to set up such an international commission is going to meet with enormous resistance, and not just from promoters. Many people in boxing feel that the presence of faceless administrators running the sport would just create new levels of corruption and double dealing to contend with, and they have a point, who is to say that a new body overseeing the sport is going to be any less corrupt than the sport is today.
After all, who is worse, sanctioning bodies or politicians? It's a toss up.
